The Project for Improving the Election Management in Papua New Guinea

In July 2019, the Association of World Election Bodies (hereinafter referred as "A-WEB") has established a data center for a more transparent and systematic election management of the Papua New Guinea Election Commission (hereinafter referred as "PNGEC") and for the operation of the electoral information system (hereinafter referred as "EIS") that ensures the voters' right for knowing of and participating in elections, as well as providing a stable election ICT environment.

‘The Project for Improving the Election Management in Papua New Guinea’(hereinafter referred to as the "Project") began at the request of PNGEC, during a visit to the Republic of Korea in 2016. The project was officially implemented through a step-by step review process, which included a feasibility study and the signing of the Record of Discussion (RD) between A-WEB and PNGEC in August, 2018.

In February 2019, experts from each field of data center and EIS conducted the project investigation in Papua New Guinea for two weeks. Through this investigation, the requirements of PNGEC for customized project of Papua New Guinea were analyzed.


In April, A-WEB conducted a domestic inspection to prevent project risks in advance by establishing the same environment as the local center using PNGEC data center equipment and comprehensively verifying the required specifications and functions.

 

 EIS Operating Training for IT Experts of the OEC

 

 In June 2019, the A-WEB Project Department and experts in each field headed for Papua New Guinea again. Experts have been in PNGEC for more than 30 days and have established data center and EIS. In addition, technology transfer for PNGEC staff was enabled through the hands-on system training.

On July 31st of 2019, A-WEB and OEC held the Handover Ceremony as a wind-up of the Project. After the System Integration Testing, both organizations officially announced that the 1st phase of the 'Project for Improving the Election Management in Papua New Guinea' has been successfully completed.

The Handover Ceremony was grandly held with various officials, including Director General of the A-WEB, Korean Ambassador, Indian High Commissioner, Foreign Affairs Secretary, Treasury Secretary, and National Planning Secretary of Papua New Guinea. On the same day, major media press in Papua New Guinea also attended the ceremony and broadcasted it nationally.

A-WEB will send experts to PNGEC and invite PNGEC IT representatives to its Secretariat for to ensure the operation and continued use of the deployed system. The A-WEB hopes that this project will support PNGEC in improving the accuracy and stability of the electoral processes in Papua New Guinea.
