The 4th General Assembly

The 4th General Assembly of A-WEB which was co-hosted by A-WEB Secretariat and the Election Commission of India was successfully held in Bengaluru, India on September 3rd, 2019. India. The meeting was attended by more than 150 guests from over 50 countries across the globe. In addition to existing 109 member organizations from 103 countries, six (6) new membership applications from Ukraine, Cambodia, Afghanistan, Indonesia, Mauritius and Sierra Leone have been approved at the meeting. At present A-WEB has 115 EMBs as members from 106 countries.

A day before the 4th General Assembly, on September 2nd, 2019, the Extraordinary Executive Board meeting was convened to discuss the agenda for the General Assembly. During the meeting, the representatives of the EMBs of the Mauritius, Burkina Faso and Samoa were appointed to constitute the next Oversight and Audit Committee members and they will serve for a single term of three (3) years.

As Mr. Yong-Hi Kim, the former Secretary General of A-WEB, resigned from his post at the General Assembly, it was officially announced that Mr. Jonghyun Choe is appointed to his term of office as new Secretary General of A-WEB and all delegates who attended the meeting hearty welcomed his inauguration.

Mr. Sunil Arora, Chief Election Commissioner of the Election Commission of India (ECI) took over as a new Chairperson of A-WEB for the 2019-21 term, and Mr. Glen Mashinini, Chairperson of Electoral Commission of South Africa (IEC) was newly appointed as a Vice-Chairperson of A-WEB. They will make a great contribute to the sustainable growth and unity of A-WEB.

Meanwhile, the Election Commission of DR Congo, Somalia, Dominican Republic, Bosnia and Herzegovina representing three (3) continents were appointed as new Executive Board members, and promised to continue to work with the rest of the Executive Board for the next two (2) years to expand the free and fair elections all over the globe.

The 4th General Assembly was successfully concluded with the active participation of the member organizations, and all delegates had a fruitful discussion that will set a new direction of the A-WEB.

The retirement ceremony of the former Secretary General, Mr. Yong-Hi Kim took place right after the General Assembly. In appreciation of all the efforts of him, the representatives from more than 10 organizations including Paraguay, Uzbekistan and Romania gave a floral bouquet to him to express their compliment during his position. In addition, Mr. Yong-Hi Kim, the former Secretary General, also gave a retirement speech and conveyed his thoughts to its member organizations.


On September 4th, 2019, it was followed by an International Conference the theme of “Initiatives and Challenges of Social Media and Information Technology in Elections”, which was hosted by the Election Commission of India. Eleven countries namely Benin, Bhutan, Bosnia Herzegovina, Cameroon, Malawi, Mauritius, Palestine, Romania, Russia, Sierra Leone and Togo participated as the speakers giving an in-depth presentation on social media and information technology in Election.

With the successful completion of the International Conference, the A-WEB Secretariat looks forward to meet all the member organizations again at the 5th General Assembly, which is scheduled to be held in South Africa in 2021, and sends sincere thanks to all the delegates for their active participation in the events and also other A-WEB activities.
