1. Pre-electoral periods
- Preparatory operations prior to elections
- Keep up to date the national electoral files and the documents, and materials
- Revise electoral lists
- Establish and distribute voter cards
- Provide and/or supervise the training of electoral officials
- Prepare the annual operating budget and submit to government for approval
- Carry out an inventory and estimate of costs of equipment inherent to carry out electoral operations
- Contribute to providing civic education to the citizens
- Acquire and distribute equipment and supplies for electoral operations
- Manage the financial and material resources - Receive and process the candidate files for legislative and local elections
- Publish the list of candidates
- Deliver specimens of ballot papers and advertising posters to candidates of political parties during campaign
- Accredit international observers and take part in observation of foreign elections
2. During the electoral period
- Security of the polls
- Coordinate all structures responsible for electoral operations
- Execution of electoral budget as approved by the government
- Transport and direct transfer of electoral reports to Constitutional Court and Court of the State.
- Transport and transfer of ballot results and consolidation of results
- Announcement of provisional results
- Facilitation of the control of ballots by the constitutional, administrative jurisdictions and the political parties
3. Post electoral period
- Gather all electoral documents and materials and deposit and conserve them
- Updating and conservation of the national electoral file, revision of electoral lists, establishment and distribution of voter cards, publishing of electoral lists CENI can be assisted, upon request by Public Administration of Territory departments
