International Observation Mission for the 2022 Presidental Elections in Colombia

-contributed by The Central Electoral Board of Colombia-

The Central Electoral Board(JCE) of the Dominican Republic, together with representatives of the Election Management Bodies of El Salvador, Guatemala, and Paraguay, joined the International Observation Missions (MOI,by its initials in Spanish) for the 2022 presidential elections in Colombia.

The first round of the elections took place on May 9, 2022, but none of the candidates obtained over 50% of the total valid votes. So, the second round was held on June 19,2022.

In both rounds, observers of the Mission witnessed more than 20 million voters, out of registered 38 million citizens, exercising their voting rights in a peaceful, orderly and confident manner.

Citing to the Electoral Dictionary, a publication of the Center for Electoral Promotion and Assistance (IIHR/CAPEL), we can understand electoral observation as “an exercise that consists of examining the development of an electoral process in person and its realization under the constitutional and legal parameters; international principles and standards.” From this concept emerge a series of essential elements to rate an electoral mission well worth developing.

It does not mean that the international election observation is the panacea that solves the ups and downs of the election process, nor is it an infallible method of control and/or supervision. Nevertheless, conducted under certain principles and regulations, the international election observation must and can contribute to the legitimacy of electoral processes and reflect opninions and comments from the public, representatives of political parties, civil society organizations, and social media.

In this regard, we encourage A-WEB to continously dispatch international electoral missions to identify the latest trends, challenges and progress in democratic electoral management and electoral processes, which will facilitate the adequate exchange of experiences and knowledge among members to strengthen electoral democracy throughout the world.
