Complaints can be submitted during the process of aggregation of results and immediately after its conclusion.
The National Electoral Council or its Delegates have full and complete competence to assess issues of fact or law and to complaints written to them submitted during the respective counts the registered candidates, their proxies or electoral witnesses legally constituted and using as evidence to solve only the electoral documents , May, by means of a reasoned decision, decide on the claims that are formulated on the basis of the following grounds: 1.When polling stations function in places or places not authorized by law. 2. ARTICLE 16. SOURCES OF FINANCING OF PARTIES AND POLITICAL MOVEMENTS. Political parties and movements may use the following sources to finance their operation and activities: 1. The quotas of its affiliates, in accordance with its statutes. 2. The contributions, donations and credits, in money or in kind, of its affiliates and / or individuals. 3.
