5) Boardd ecisions shall be published in the daily newspapers for a period of at least three days both in Arabic and Kurdish. The December 15, 2005 elections were monitored by 272,295 political entity agents, 126,125 non-partisan observers, and 949 international observers accredited in-country and another 381 observing the out-of-country voting (OCV).
