The registration of political parties is the responsibility of the Registrar of Societies. In terms of conditions for establishment of political parties, the Societies Act provides that within 28 days of its formation or adoption, a society (in this case political party) should make an application to the register of societies for registration. It also requires the society to have headquarters in Zambia and at least one of its office-bearers must reside in Zambia.

Any member of the public can make a complaint to the Committee in writing. When the written complaint is received, the members of the Committee will convene a meeting to attend to the dispute or complaint as the case may be. The members would choosea lead mediator to spearhead the mediation. The parties to the dispute would beinvited to attend the mediation session on an appointed date. The mediator would assist the parties to find an agreed solution to their dispute and theagreed solution shall be reduced in writing and signed by the parties. TheCommittees largely apply the Electoral Code of Conduct when resolving the disputes. Notably, the agreement is legally binding and enforceable.
