Accessible Elections in Portugal

   The National Election Commission has, as one of its main responsibilities, the duty to promote the objective clarification of all citizens regarding electoral and referendum processes.

With this purpose in mind, in 2014 the Working Group on Accessible Elections was established, with the aim of making the political participation of citizens with disabilities increasingly inclusive. The following organizations are part of this group: 

·         National Election Commission (CNE) 

·         General Secretariat of the Ministry of Internal Administration (SGMAI) 

·         National Institute for Rehabilitation, I.P. (INR, I.P.) 

·         Portuguese Association of the Blind and Partially Sighted (ACAPO) 

·         National Federation of Social Solidarity Cooperatives (FENACERCI)

·         Portuguese Federation of Associations of the Deaf (FPAS) 

·         Portuguese Federation for Mental Disability (HUMANITAS) 

·         Portuguese Association of Persons with Disabilities (APD) 

·         Federation of Portuguese Associations of Cerebral Palsy (FAPPC) 

  On 12 October, local elections will be held in Portugal and, as in all electoral processes, the CNE, in partnership with the other members of the working group, has prepared informative leaflets on this electoral act. These leaflets are written in clear and accessible language.

  Since the 2024 legislative elections, the leaflets have included, on the front page, a QR code providing access to a video with Portuguese Sign Language interpretation, as well as an audio reading of the content. These documents are published on the official websites and social media pages of the working group members.

  In addition to the leaflets, a video encouraging electoral participation by citizens with disabilities is also produced, featuring individuals nominated by the representative associations of the various types of disability. This video includes Portuguese Sign Language interpretation and audio description.

  The CNE also maintains a partnership with the National Institute for Rehabilitation, I.P., concerning the accessibility of polling stations. The aim is to raise awareness among mayors — who have the authority to determine the location of polling stations — so that these are made as accessible as possible. To this end, a circular letter is sent to all mayors, accompanied by a questionnaire/checklist designed to verify whether the chosen location complies with accessibility standards.

Eleições Acessíveis em Portugal

  A Comissão Nacional de Eleições portuguesa tem como uma das principais atribuições promover o esclarecimento objetivo de todos cidadãos acerca dos atos eleitorais e referendário.

Com este propósito, em 2014, foi criado o Grupo de Trabalho para as Eleições Acessíveis, com vista a tornar a participação política dos cidadãos com deficiência cada vez mais inclusiva. Fazem parte deste grupo as seguintes:  

• ·         Comissão Nacional de Eleições (CNE);
• ·         Secretaria-Geral do Ministério da Administração Interna (SGMAI);
• ·         Instituto Nacional de Reabilitação I.P. (INR, I.P.);
• ·         Associação de Cegos e Amblíopes de Portugal (ACAPO);
• ·         Federação Nacional das Cooperativas de Solidariedade Social (FENACERCI);
• ·         Federação Portuguesa das Associações de Surdos (FPAS);
• ·         Federação Portuguesa para a Deficiência Mental (HUMANITAS);
• ·         Associação Portuguesa para a Deficiência (APD);
• ·         Federação das Associações Portuguesas de Paralisia Cerebral (FAPPC).

  No próximo dia 12 de outubro, realizam-se eleições locais em Portugal e, como em todos os processos eleitorais, a CNE, em parceria com os restantes membros do grupo de trabalho, elaborou folhetos informativos sobre o referido processo eleitoral. Estes folhetos são redigidos em linguagem fácil de compreender e num formato acessível.

  Desde as eleições legislativas de 2024, os folhetos incluem, na primeira página, um código QR que remete para um vídeo com interpretação em Língua Gestual Portuguesa, bem como para a leitura em voz alta do respetivo conteúdo. Estes documentos são divulgados nas páginas oficiais e nas redes sociais dos membros do grupo de trabalho.

  Para além dos folhetos, é igualmente produzido um vídeo de apelo à participação eleitoral dos cidadãos com deficiência, protagonizado por pessoas indicadas pelas associações representativas das diversas deficiências. Este vídeo contém interpretação em Língua Gestual Portuguesa e áudio descrição.

  A CNE mantém ainda uma parceria com o Instituto Nacional de Reabilitação, I.P., relativamente à acessibilidade das assembleias de voto. O objetivo desta parceria é sensibilizar os presidentes de câmara - que têm autoridade para escolher a localização das assembleias de voto - para que estas sejam o mais acessíveis possível. Para o efeito, é enviado a todos os presidentes de câmara um ofício-circular, acompanhado de um questionário/check-list que permite averiguar se o local escolhido cumpre com as regras da acessibilidade.
