A-WEB Secretary General Attends Electoral Cooperation Conference in Turkistan

Dr. In-sik Jang, Secretary General of the Association of World Election Bodies (A-WEB), participated in a landmark international event held in Turkistan, Kazakhstan. Hosted by the Central Election Commission (CEC) of Kazakhstan, the event marked a milestone with the official establishment of the Advisory Platform of the Central Election Authorities (APCEA) of the member states of the Organization of Turkic States (OTS).

 

The signing of the APCEA Regulation was accompanied by the International Scientific and Practical Conference titled “The Turkic World: Traditions, Practice, and Prospects for the Development of Electoral Systems.” The conference gathered heads and representatives of election commissions from Azerbaijan, Kazakhstan, Kyrgyzstan, Türkiye, Uzbekistan, and observer state Hungary, alongside delegates from international organizations, including A-WEB, OTS, TURKPA, and the Turkic Academy.

  

In his congratulatory remarks at the ceremony, Secretary General Jang commended the leadership of the CEC of Kazakhstan and its Chairman, Mr. Nurlan Abdirov, for spearheading this significant initiative. He emphasized that the creation of APCEA is more than a symbolic alliance; it represents a powerful commitment to strengthening democracy, transparency, and inclusiveness across the Turkic region.

  

The APCEA initiative, first proposed by President Kassym-Jomart Tokayev at the 10th OTS Summit and endorsed at the 11th Summit in Bishkek, aims to institutionalize cooperation among electoral bodies. The newly signed Regulation sets out goals, including information exchange, implementation of innovative electoral technologies, joint election observation missions, and advancement of education and research in electoral practices.


The conference featured a plenary session and two thematic sessions focused on the historical traditions and modern development of electoral systems in Turkic countries. It concluded with the adoption of the Turkistan Resolution, reaffirming the shared dedication of OTS member states to advancing democratic institutions and citizen trust in elections.

 

In addition, on May 16, 2025, Dr. Jang had a meeting with Chairman Abdirov at the CEC headquarters in Astana. The meeting was attended by CEC members, technical staff, and local election officials. Discussions centered on deepening cooperation in electoral management, with a particular focus on digital technologies, voter education, and countering disinformation during elections.


A-WEB’s participation in these events underscores its ongoing commitment to fostering global electoral cooperation and supporting democratic development in diverse political and cultural contexts. The gathering in Turkistan represents a significant step forward in fostering regional unity through electoral collaboration.
