“It would be more reasonable to expect to find roses growing on a garbage heap than a healthy democracy rising out of the ruins of Korea”, Times noted in October, 1951. Yet, as if to refute the pessimistic yet somewhat reasonable observation, South Korea managed to successfully establish strong and solid democracy, based on regular and transparent elections. The National Election Commission (NEC) of the Republic of Korea, an organization officially in charge of managing national elections, has helped the nation maintain clean and trusted election systems along with healthy election culture.
