Capacity Building Program for Middle Level Electoral Officials

A-WEB has held the "Capacity Building Program for Middle Level Electoral Officials" for 20 participants from 7 member EMBs from 20 to 29 of March.

This program aims to develop leadership skills based on electoral knowledge and prevention management of electoral conflicts under the theme of "Developing Leadership of Officials for Better Electoral Management"

On the first day, 21 March, the participants presented the election systems of their countries and main challenges in electoral management.

(ECES's lecture)

 

From the 22 to the 23rd, facilitators from the European Centre for Electoral Support (ECES) gave lectures on ▲Challenges on Electoral Phases ▲Electoral Reform and Leadership ▲Political Inclusiveness in Democratic Transitions ▲ Electoral Conflict and Prevention Management. In January 2016, A-WEB signed a Memorandum of Understanding with ECES, and this was the first program done in cooperation between the two organizations.

 

(Electoral ICT demonstration)

 

Participants watched a demonstration of the PCOS(Precinct-Count Optical Scanners) system and were able to use it first hand, which led to a better understanding of the use of ICT in elections. Also, Professor Hans Schattle from Yonsei University gave a lecture on the topic of 'Strategies for good election governance and EMB sustainability.

 

 

(Field Trip 1 : Exhibition of Contemporary History of Korean Elections)

(Field Trip 3 : National Assembly)

 

Participants visited the special elections exhibition at the National Museum of Korean Contemporary History, Gyeongbokgung Palace and the National Assembly in Seoul.
