Election ICT Capacity Building Program

This year's Election ICT Capacity Building Program took place from June 14th to 25th. 19 participants from 10 A-WEB member countries convened in Incheon.

The program consisted of lectures on a variety of ICT-related topics, field trips and seminars.

The first lecture series focused on the general role of ICT in elections and discussed the following topics: ▲Introduction to 'ICT use in Electoral Processes' ▲Administrative Use of ICT ▲ICT for Voter Information System ▲ICT for voter registration ▲ Election & New media.

The second series contained lectures detailing the problems associated with the utilization of ICT in elections as well as appropriate solutions. They also provided an overview of systems that can be adopted in practice. 

These lectures included ▲Design of electoral data center ▲ICT-based voting & counting system and a trial performance of PCOS(Precinct-Count Optical Scanner) ▲Internet incident response systems and case studies.  

The program was furthermore enriched by the expertise of Prof. Robert Krimmer, Advisor of A-WEB and Professor of E-Governance at the Tallinn University of Technology. His seminar gave a refreshing perspective on the pros and cons of ICT in elections and also discussed academic views on the issue.

During the weekend, all participants enjoyed a tour of Seoul, experiencing Korean life first-hand. Next to cultural attractions the group also visited the Seoul Metropolitan Government, the Korea Internet and Security Agency, and the data center of the National Election Commission to deepen their understanding of election ICT in use.

On the last day, the program ended with the closing ceremony, followed by the farewell luncheon. Participants posed for a group photo and were shown a short movie about their experiences throughout the program. They were also given the chance to commemorate their experience with a short speech.

Through the sharing of information and experience among participants and lively discussions on the role of ICT in elections, it is hoped that the program will have a tangible impact on each participant's election management skills and will foster active cooperation between the organizations of the different participating countries. 

Lastly, by emphasizing topics such as the utilization of ICT in electoral processes, recent trends in ICT for elections, the application of ICT in different countries, and different ways to introduce ICT in the electoral system of a country, we hope that the program will contribute to the strengthening of transparent and fair elections worldwide.
