The Association of World Election Bodies (A-WEB) signed a Memorandum of Understanding with the Office of the Electoral Commissioner Samoa (OEC) on October 17 in its Secretariat in Songdo, the Republic of Korea. In the MOU Kim Yong-Hi, Secretary General to A-WEB, and Faimalomatumua Mathew Lemisio, Commissioner of OEC, two organizations promised each other to build a close partnership. This MOU is expected to largely contribute to conducting elections in Samoa in a free and fair manner under the democratic electoral process and to provide effective support for the Election Management Capacity Building Project of Samoa.
The main agendas of this MOU are on establishment of an automated election system by providing technical and administrative assistance for OEC to establish an information infrastructure in the fields of development and distribution of computerized voting devices and to develop a vote tabulation system and an election information system, and on enhancement of expertise and performance of election officials by Developing training courses to enable election officials to acquire the necessary information required for the smooth operation and management of the CES to foster skilled election practitioners.
