2017 Ecuador Election Visitor Program (EVP)

The 2017 A-WEB Election Visitor Program (EVP) was held from 16 to 22 February for the 2017 General Elections and Referendum (President and Vice-President, Provincial Assembly, National Assembly, Andean Parliament, and Referendum on Tax Havens) on 19 February 2017 in Ecuador.

 

A total of 36 participants from 17 countries, headed by President Dr. Julio C?sar Casta?os Guzm?n of the Junta Central Electoral (JCE) of the Dominican Republic, participated in this EVP.

 

During the General Briefing, Welcoming Remarks by President Dr. Julio C?sar Casta?os Guzm?n of the JCE and Secretary General Kim Yong-Hi of A-WEB were followed by presentations on "A-WEB Introduction and EVP," "History & Society of Ecuador and Election System of Ecuador," "Election Management & Voting and Counting in the Republic of Ecuador," "Overview of the RTS-1000 Scanner," "Issues in Ecuadorian Elections," and "Observation Guide and Schedule for Election Day."

 

On Election Day, Sunday, 19 February 2017, participants observed the Opening, Voting, and Closing and Counting in various precincts as well as transmission of RTS-1000 scanners in RTPAs, and visited the Results Processing Center in the Pichincha and Cotopaxi Provincial Delegations.

 

The next day started with a Regional Debriefing in which they exchanged opinions on precinct observation results after which participants returned from Cotopaxi Province to Quito.

 

On the following day, a General Debriefing was held with Opening Remarks by Secretary General Kim Yong-Hi followed by Observation Results from Pichincha Province and Cotopaxi Province and an Overall Assessment of the 2017 EVP. Participants were able to share their experiences in election observation and enhance their understanding of different election systems in their home countries.
