Election Management Capacity Building Program

The Association of World Election Bodies (A-WEB) hosted this year’s first Election Management Capacity Building Program (CBP) from April 4 to 14 in Songdo, Incheon where the Secretariat is located. The training program was filled with various activities including presentations to introduce and compare each country’s election systems, and voting & counting management.

On the first session, participants introduced election system and election management practices in their own countries with presentation materials they prepared for the country report. Each presentation was followed by a heated Q&A session where participants actively discussed different aspects of various electoral systems.

BRIDGE trainer Ms. Thuleka Kholisa who has been seconded to A-WEB Secretariat from the Independent Electoral Commission of South Africa gave two lectures on Election System of South Africa and How to Train Electoral Officials. Her enthusiastic and vibrant presentations filled with energy encouraged trainees to actively participate in the discussion.

During the weekend, participants had the chance to experience Korean Tea Ceremony and traditional attire Hanbok and visit cultural highlights of Seoul including N-Tower and Gyeongbokgung Palace. The weekend excursion allowed them to mingle together before a week of tight schedules.

The main objective of this CBP was to encourage participants to introduce their own county’s election system, voting & counting processes and compare them with each other. Participants representing the respective EMBs had the opportunity to share ideas about improving election management practices and how to apply them in their own countries.

During the group debate of Modes of Introducing ICT for Election Day Procdure, participants had another meaningful chance to learn about introducing different types of election ICT to each step of elecotral processes and discuss issues that may arise when applying ICT in election management.




(April 12, 2017 _ Program Officer Barbara Bein on Case Study: Voting and Counting Management of Ecuador)

 

Ms. Barbara Bein of the A-WEB Secretariat, who recently organized two rounds of election observation missions in the Republic of Ecuador, gave a lecture on Ecuadorain elections with a focus on its voting & counting management.

Ten days of training program were completed with a closing ceremony and farewell luncheon. Participants were awarded their certificates of completion and presents were exchanged to commemorate the program. We hope all participants return to their home and apply all the diverse experiences and knowledge they have gained through this program. It is our wish that the first CBP of this year was a meaningful opportunity to further strengthen the cooperative relations between participating EMBs and A-WEB.
