Election Management Capacity Building Program

The Association of World Election Bodies (A-WEB) organized Capacity Building Program on Election Management from May 1 to 12 at the Secretariat in Songdo, Incheon, with 21 participants coming from 11 member organizations including Belarus, Bosnia Herzegovina, Fiji, Tunisia, South Africa, Nicaragua, Dominican Republic, Ecuador, Tanzania, Zanzibar, Indonesia and Sierra Leon. The CBP of May focused on Election Visitor Program during the Korean presidential election and comparing voting and counting management of each member EMB.

It was a meaningful opportunity for participants to give a brief presentation on the voting and counting management of their respective countries and compare them with one another. Each presentation was followed by heated question and answer sessions.

A study session was organized to deepen understanding of the Korean electoral system and key political issues with a demonstration on the Early Voting System. Participants engaged in mock voting to experience how the system is being carried out in the field.

The entire program was filled with passionate participation from the trainees. 21 participants were divided into separate groups to observe the elections during the Early Voting period. Questions raised by participants include the contents of candidate poster, signs to help electors find their polling stations.

 

During the weekend after a week of tight schedule, participants had another great opportunity to mingle together while visiting Gyeongbokgung, the royal palace of the Choseon Dynasty, and wearing Hanbok, the Korean traditional dress. On Sunday, two days prior to the election day, they partook in 2017 Seoul International Forum on Elections (SIFE) hosted by the National Election Commission (NEC) of Korea to listen to the presentations on various election-related issues and meet delegations coming from around the world.

Professor Regis Dandoy from the department of political science at Waseda University gave a presentation on comparing electoral systems in Latin America. It was highly praised by the trainees.

On the presidential election day, participants were divided into five small groups to observe the electoral processes. They were particularly impressed by the high voter turnout releaed every hour on a real-time basis. It was interesting to witness Korean electors taking photographs in front of the polling station after casting their ballot. Explanations on each step of the counting processes were provided and participants conducted a thorough observation every step of the way.

Post-election debriefing session took place to have trainees engage in discussions in small groups and compare the Korean election practices with their own electoral system. Participants highly evaluated the well-organized training program that consists of presentations on the election management of participating EMBs, Election Visitor Program during the Korean presidential election, and analysis on various electoral systems.

The 12-day long Capacity Building Program of May was completed with a closing ceremony and farewell luncheon. Participants were awarded their certificates of completion and presents were exchanged to commemorate the program. We hope all participants return to their home and apply all the diverse experiences and knowledge they have gained through this program. It is our wish that the first CBP of this year was a meaningful opportunity to further strengthen the cooperative relations between participating EMBs and A-WEB.
