Global Democracy Growing with Election ICT

The first “Specialized Training Program on ICT Election for Engineers” officially started on June 29th at A-WEB, Songdo, South Korea, with Opening Ceremony and Orientation. Director General of A-WEB Secretariat, Gibyong Kim, and Director General of Project Department, Sang Rock Bae, welcomed the participants from Ecuador and El Salvador. The ICT-specialized Training Program is aimed to exchange knowledge and know-how regarding ICT in elections by practical lectures and training.

 

 

 

 

 

The program began by Ina Kim, research manager of A-WEB, giving a presentation on “Review of Past Elections using ICT in Ecuador and El Salvador.” The topic includes the challenges and developments in democratic election management and electoral processes of the two countries. Each EMB’s election-ICT experts had an active discussion to share the different perspectives and opinions on the topic.

 

      


JinHo Kang, A-WEB research manager, demonstrated the election ICT and management systems in Korea focusing on early voting, counting, and maintenance. The participants had the opportunities of hands-on experience with the Korean ICT election during the demonstration.

 



 

To enable the elections that promote democracy, we must protect the security and reliability of elections infrastructure. Director of Education Department of Trinity Software delivered special lectures on the in-depth study of security that aims to help the EMBs better understand what to focus on, know how to prioritize the guidance available on protecting IT-related systems of election, and engage in additional collaboration to address common threats to this critical aspect of democracy.

 

 

 

 

On the weekends, the participants visited 2018 Global Sensor Forum (GSF) at KINTEX, Ilsan. GSF is a premier ICT industry event of South Korea that forms an ideal platform to observe the rapidly changing technology and to acquire knowledge of market trend worldwide. The site visiting made a profound impression on the participants on the ICT industry and its application on the election ICT management.

 

The participants of “Specialized Training Program on ICT in Elections for Engineers” have a week of the journey remained. More experts’ special lectures, in-depth learning, knowledge sharing, site visiting, and culture exchange are waiting. Throughout the ICT-specailized training program, A-WEB aims to share the recent technologies and systems on the use of ICT in elections and to strengthen the capacity of each EMB’s election ICT experts for sustainable operations of free, fair, transparent, and participative elections. With the objective of strengthening electoral democracy worldwide, this ICT-specialized training program will be the foundation to promote the exchange of experience and expertise among ICT election management professionals.
