In-Depth Studies in Information Security of Elections: Specialized Training Program on ICT-based Election Management for Engineers in Asia

In order to ensure further electoral transparency and mitigate vulnerabilities of information security design for ICT-based election management system, on October 14-26, 2018 A-WEB hosted the Specialized Training Program on ICT-based Election Management for Engineers in Asia at Songdo, Incheon city, Republic of Korea. ICT experts of EMBs from Cambodia, Mongolia, Myanmar, Philippines, and Sri Lanka were invited to study advanced techniques of election management system using ICT.

 

 

The aim of the program is that participants will develop a profound understanding and knowledge of information security for implementing ICT in elections as well as promote exchange of experience and knowledge among the participants. The program focuses on theories of information security and allows in-depth study of issues such as the application of blockchain technology in elections, online voting, technical security, and web application vulnerability diagnosis.

 

 

The first module, application of blockchain technology and online voting, considers the emergence of innovative approaches in elections to improve election transparency. The course provides an awareness among the participants to build the technological capabilities for making possible a technology-driven and transparent electoral procedures.

 

 

The second module, technical security, provides participants with an overall orientation as well as an in-depth study of contemporary security issues in an ICT-based election. Topics include firewall, network intrusion detection, distributed denial-of-service (DDoS) attacks, DDoS detection and reaction, tracing the source of attacks, and advanced techniques for reacting to network attacks. Furthermore, the module lets the participants practice the security checklist for self-evaluation.

 

 

The third module, web application vulnerability diagnosis, assesses the vulnerabilities of the election system and provides recommended solutions to address these issues. Particular issues such as hacking, cyberattack, and personal information are concerned.

 

 

After completing the program, the participants shall be able to identify security issues and critically discuss recent technologies of security while showing awareness of how these influence transparent and secure election. The program also strengthens the capacity of each EMB’s ICT-based election experts for sustainable operations of ICT in elections.
