Last updated 2022-06-28

The A-WEB Members joined the International Electoral Observation Mission (MOI, by its initials in Spanish) of the presidential elections of the Republic of Colombia on May 29, 2022, under the invitation of the two Colombian Election Management Bodies (EMBs): the National Electoral Council (CNE) and the National Civil Registry (RNEC).

The A-WEB Election Observation Group comprised election officials from four EMBs: Mr. Mynor Custodio Franco Flores, the former President and current member of the magistrates of the Supreme Electoral Tribunal (TSE) of Guatemala; Mr. Luis Guillermo Wellman Carpio, the magistrate of the Supreme Electoral Tribunal (TSE) of El Salvador; Mr. Ernesto Jorge Suncar Morales, the Director of International Relations of the Central Electoral Board (JCE) of the Dominican Republic; and Ms. Inías María Celeste Gonzales Cabello, the General Coordinator of the Superior Court of Electoral Justice (TSJE) of Paraguay.

The MOI in the Republic of Colombia officially began its activities with the opening ceremony for the Mission on May 26 and observers received detailed information on the Colombian election system, including presidential elections and political and campaign funding.

On May 29, the day of the presidential elections, all groups of MOI moved to designated areas to observe the presidential election process. The A-WEB Election Observation Group, along with the Regional Director of the Latin-American and Caribbean Office of IFES and other regional electoral organizations, observed the elections in the northeast region and some central regions of Bogota, the capital of the Republic of Colombia. They visited seven voting centers during the voting hours of 8 am to 4 pm and observed the vote-counting process from 4 pm at the last voting center they visited.

In addition, the A-WEB Election Observation Group visited the Election Media Center, where electoral information, including the preliminary counting results of each polling station, was collected and compiled. After observing all the electoral processes, Mr. Ernesto Jorge Suncar, Morales, Director of International Relations of the JCE of the Dominican Republic, mentioned that the Colombian presidential elections were well organized and ended successfully, thanks to the effort of the CNE and RNEC of the Republic of Colombia.

As no candidate obtained the minimum vote of 50% in these elections, the second round of the elections was held on June 19, 2022.
