Delegation of the A-WEB Secretariat presented in the 1st Issyk-kul Electoral Forum

The delegation of the A-WEB Secretariat, Director General Mr. KwanJae Choi and Deputy Director of the Publicity and Training Department, Ms. Rita Taeryung Lee, attended the 1st Issyk-Kul Electoral Forum 22-24 June 2023 in response to the official invitation from the Central Commission for Elections and Referenda of the Kyrgyz Republic. 


 


 


 

The Electoral Forum also brought together leaderships of Election Management Bodies from 10 CIS countries, deputies of the Jogorku Kenesh, representatives of state bodies and civil society organizations of the Kyrgyz Republic and representatives of international organizations, including the CIS Executive Committee, Organization of Turkic States, the Inter-Parliamentary Assembly of the CIS Member States, Parliamentary Assembly of Turkic-speaking Countries (TURKPA), the OSCE Program Office in Bishkek, the UN Women in Kyrgyzstan, the International Foundation for Electoral Systems(IFES) in Kyrgyzstan.

 

The Forum began with the welcoming speech of Ms. Shaildabekova Nurjan Karmabekovna, Chairperson of the Central Commission for Elections and Referenda of the Kyrgyz Republic.




N.K. Shaildabekova noted the importance of the Issyk-Kul Electoral Forum, as everyone can learn from each other by sharing one’s own experiences and knowledge. She spoke, “The forum is a good platform for an open dialogue, discussion and constructive interaction, the search for innovative solutions to the challenges of our time facing all our electoral bodies."

 

 On the first day of the Forum, three round tables were held as follows:

  

Improving the electoral law and process,” where the peculiarities of national legislations were touched upon, a number of aspects of the implementation of the electoral rights of some subjects of electoral law (women, PWDs, migrants, the media) were discussed.

  

"Technologies of Reliability and Transparency," where representatives of state bodies, the academic and expert community discussed digital technologies and some issues of digitalization of electoral processes and digital education.

  

"Youth and Elections," where issues of increasing the legal and political culture of young and future voters were discussed.

 

On the 2nd day of the event, a plenary meeting under the theme ‘Elections of the 21st Century: Diversity, Best Practices, Current Issues and Ways of Development” started with the welcome speech of the President of the Kyrgyz Republic. He noted that “The Issyk-Kul Electoral Forum will become a platform for the exchange of views, discussions on improving the electoral process, the development of new progressive ideas and innovative ways to solve the challenges facing the electoral bodies of all countries.

 

The delegation from the A-WEB Secretariat had a chance to present with the title [A-WEB: a platform for Capacity Building for its member Election Management Bodies]. The presentation comprised an Overview of A-WEB, Capacity Building Programs, Implications & Lessons learned, and How to Join the A-WEB community.

 

The presentation also focused on the election ICT capacity-building program in the Kyrgyz Republic, which integrated cascade training for Precinct election commission officials, customized training for various targeted groups and election visitor programs.

 

Ms. Rita Taeryung Lee, deputy director of the Training and Publicity Department of the A-WEB Secretariat, during her presentation, emphasized that it was crucial to conduct training programs for the RIGHT people with the interested topics so that what trainees learned from the Program to be applied to the real world. 

 




Participants from the Forum mentioned that they could earn actual and concrete information on the programs of A-WEB as well as they felt a great sense of belonging in the A-WEB community.

 

Participants of the Forum discussed a wide range of issues related to improving legislation and law enforcement practice, introducing electoral technologies, and exchanging accumulated experience in the field of electoral law and process.
