The A-WEB International Observation Mission in Colombia​​
-Systematic Research Conducted through Standardization of Observation Procedures-


 The Association of World Elections Bodies (A-WEB) manages an international election observation group comprising representatives from *six countries for the Territorial Elections in Colombia to be held on Sunday, October 29, 2023. In this election, approximately 14,000 public positions will be elected, including the Capital city mayor, Bogota, 32 governors, city council members, local council members, and regional assembly members.

 The Association of World Election Bodies (A-WEB) has dispatched its members to observe the Territorial Elections held on October 29, 2023, in Colombia. The A-WEB Mission, led by Dr. Carmen Milagros Velarde-Koechlin, Head of the National Civil Registry of Peru, comprises six election officials and experts from six European and South American countries.

 

 The A-WEB Mission compared and analyzed Colombia's electoral system and election management methods with those of their own countries and offered recommendations for improvement by providing EMBs in Colombia with the Preliminary Report. The Mission participated in an electoral conference hosted by the EMBs of Colombia and meticulously observed every stage of elections on the voting day.

 

 Specifically, A-WEB enhanced the understanding of multinational observers by bolstering Colombian election manuals and refining observation methods. It standardized procedures of election observation to effectively collect the relevant data and systematically compare the collected information.

 

 Tae-ryung Lee, Deputy Director of the Department of Training and Publicity of A-WEB, emphasized the team's focus on enhancing the fairness and freedom of election management and voting. She pledged continued efforts to advance election democracy and foster international cooperation. Additionally, Dr. Carmen V.K., representing the National Civil Registry of Peru and leading the observation team, highlighted the invaluable insights gained through the election observation program conducted by the A-WEB Secretariat. She emphasized the potential to address and resolve Colombia's election management issues.

 

 Meanwhile, A-WEB, celebrating its 10th anniversary this year, its Secretariat co-hosted the 2023 International Conference of Asian Electoral Studies at the National Assembly of the Republic of Korea. Collaborative efforts to address election-related issues in Asia were a focal point of this event.

 

 The A-WEB Secretariat, the headquarters of the global network of EMBs worldwide, is located in Korea. It serves as a hub for exchanging knowledge and experiences among EMBs globally, positioning South Korea at the forefront of expertise sharing.
