[Colombia] The 21st Century Registrar's Office: Application of the Fundamental Technologies for the Electoral and Identification Process

The National Civil Registry, through the administration of Registrar Alexander Vega Rocha, has implemented different actions that seek to fulfill the second objective of the Strategic Plan 2019-2023: optimize and modernize the entity's mission and support processes through the use of new technologies. Of the numerous initiatives, two stand out. 

 

One of those is the Security Operations Center (SOC) responsible for protecting the information of all citizens contained in the National Civil Registry databases. To comply with high international security standards, the SOC detects, analyzes, and corrects incidents caused

by potential cyber-attacks. In addition, it correlates high-risk events and intervenes remotely to monitor the security of the National Civil Registry. Other tasks of the SOC are:

 

- Identify and track potential cybersecurity threats in digital environments like the Clear

Web, Deep Web, and the Dark Net.

- Assess the entity's corporate risk in the digital environment.

- Periodically evaluate IT components, whether software or hardware, to identify

security weaknesses and implement the necessary controls and measures to strengthen

the IT component.

- Monitor patterns and anomalies in network traffic and identify security alerts to be addressed by the SOC technical team.

 


 

 

As well, was installed the Analytic Data Room. Were provided the necessary tools for the Data Analytics and Artificial Intelligence Group of the National Civil Registry to carry out its data management functions. It includes a computer room with 30 workstations, two

multipurpose rooms, four offices, and a support room. The central purpose is to leverage information in the administration of massive data (big data) also the integration of data analytics and artificial intelligence (AI).

 

The Registrar Alexander Vega Rocha provides the National Civil Registry with the necessary technology to guarantee electoral and identification services. Always fulfilling efficiently and effectively the electoral and identification tasks, with the support of the

highest technologies at the service of citizens.
