Civic Education in Challenging Times

The National Elections Commission (CNE,by its initials in Portuguese) of Timor-Leste adopted a national strategy for civic education during the pandemic. This is nationwide civic education activity, covering every municipality and village. Its main beneficiaries are secondary school students and local communities.

 

The Strategy is divided into three phases: the first phase was intended to educate trainers, the second phase involved training sessions with the Technical Secretariat for the Administration of Elections (STAE,by initials in Portugese) and the final stage was an on-going activity aimed to cover every municipality and village.

 

During the crisis, the Civic Education Program was reformed through meaningful civic engagement from schools, women organizations, religious organizations and local administrative authorities. Reflecting the feedback given by various grops, the program was readjusted on 5 May,2020. CNE staff members in all municipalities were educated with the new program in the following areas: electoral administration management bodies, political parties, campaign, electoral supervision, political party financing, polling centers and national tabulation and appeals.

 

The Civic Education Strategy also coordianted with HALIBUR association to discuss ways to address the needs and involvement of people living with disabilities in the electoral process. On 15 September, the Civic Education Strategy entered its 3rd phase. ​
